There is no ItemID manager so to speak, I think you misunderstood Viames earlier in this thread (I think he was refering to the script of CB manages item IDs better than in the past), ItemID is refering to how joomla or mambo calls upon a certain page. Every element of your site has an ItemID which is viewable through the backend of your site.(menus, links, modules, etc)
For eaxmple on my site inorder to view a users profile the default address is set to: index.php?option=com_comprofiler&Itemid=51
where the 51 is refering to the ID# of that menu link.
