You can use this for encoding "<meta http-equiv="Content-Type" content="text/html; charset=WINDOWS-1256" />" and see what happens.

Also just post the file here may be other users are capable of solving this problem, that sounds very simple or send it to me taleb@alkhalaf.net and i will see what i can do.
