I had this same error "Could not find an XML setup file in" ...... I was trying to install a CB plugin. Don't forget plugins for CB are through the Components/CB/Plugin Management then down to the bottom of the page to plugin upload.

What did you mean with "safemode issues.."? What is ""FTP Assist"? What should I do, i have exactly the same problem.
Hosters can enable a "SafeMode" for PHP, which disallows file creation by PHP, among other things.
You can check this under System status in backend.
- You either have your host enable safe-mode (recommended), or - Wait for joomla 1.5 (including an official FTP installer) - Apply SafeMode patch to joomla 1.0.x: http://developer.joomla.org/sf/sfmain/do/viewProject/projects.safejoomla (no guarrantees), which will do the file creations using FTP !
Please not that CB can be installed using this patch, but that it does not apply to CB-plugins installation. Any plans on incorporating an "FTP Assist" feature into CB Plugin installer?
Or is there any other way to properly install CB plugins on servers with Safe Mode ON?

yes, in joomla 1.5 it's the case already. No plans for FTP assist in joomla 1.0.
Or is there any other way to properly install CB plugins on servers with Safe Mode ON? only way is to install it on a test-server and manually replicate sql and folders...sorry.
fyi: php 6.0 obsoletes Safe-mode, which seems wasn't an efficient idea...
