As I was searching for that plugin for so long I decided to build one on my own.
Now I´m done. It´s quite fresh but it´s doing it´s job very well for me. Download here

I am very interested in the hotornot component as a foundation for some sites that I'm creating. I've found that the forum on the author's site doesn't seem to work (or at least accept new posts). It also seems to be a relatively new development since there are posts from as recently as a month or so ago.
------------------------- Update: 03/18/2008 I've been in touch with the developer of the component and it seems we are on the same page. I'll be providing my findings for potential inclusion in the component/modules/plugin. ------------------------- Anyway...
That being said, I decided to work with what I had and take it from there. I've done a bunch of modifications to the latest hotornot2.
The biggest change (for my needs at least) was the addition of a description field and admin options to control it's display. There are other bug fixes and enhancements that I've made.
When I finished, the big question was how to incorporate it into CB. After much searching, I discovered an old plugin that someone wrote that gave barebones functionality.
I've spruced it up to provide thumbnails via the component's native thumbnailer component. This means that the images displayed in the CB tab contain the thumbnail effects that you specify in the hotornot component's admin (including watermark). I've also created a link to allow users to submit pics, view their entire gallery, and see their favorites and buddies.
I'm finishing up coding and packaging and will provide a link for the CB plugin if people are still interested.
I realize that this thread is now 2 years old, but if other people are interested, just let me know.

Here's a snapshot of the plugin in action. It uses the component's classes to render the images and effects so that it only needs to be defined within the component. It also calculates the net rating for the user. It also provides links back to the component:
