You have 2 choices both following the enclosed README.txt:
- "normal way": uninstall CB/reinstall CB+other plugins (no need to uninstall them)
- "expert way": actually even easier: overwrite the site directory by untargzipinh the expert upgrade file (same way you would upgrade joomla), then go to CB tools -> check CB database -> upgrade/fix (that takes only a few seconds usually).
Of course, in all cases, as usually, backup first ! and read the README for very detailed instructions.
Normal way does a short site downtime, expert way can be done online if you have ssh access and a not-overloaded server, and already CB 1.2 RC 1 or 2 installed. For CB 1.1 or earlier it's better to do the both steps while site is offline shortly.
"Expert" means you know how to use FTP or SSH. So it's not that "expert" knowledge required, as you already know how to do the same for Joomla upgrades 
The CB installer and CB database checker/upgrader CB tool has a database comparison/fix/upgrader which is capable of upgrading any previous CB version to CB 1.2 RC 3 fully automatically !
So the database part is now really easy.

Thanks for demistifying the upgrade process some. We're at 1.1 right now and haven't gone to 1.2 or 1.3 yet. I assume the readme attached will tell me which one to do first. I'm really trying to get a mirror'd install of our joomla 1.0.15 going before upgrading anything else.

Excellent step.
I have a testing clone of all my sites, where I exercise important updates, copy-pasting commands and writing steps taken.
It always was a good time-investment: 1) upgrades are done quicker and often without downtime at all 2) errors are avoided on live site 3) it's a live backup 4) it allows to try new things in real environment 5) many more benefits.
Imho, each serious site should have a testing clone...
