Hi I'm having a similar problem, the email will be sent out fine to the user but if they delete the account and try to sign up again with the same email address the confirmation will not be sent.

I have looked over the site but can't find anything about this.

If your issue is pertaining to registration emails and using google as your mailserver then please do as instructed in the thread provided by nick. Otherwise please create your own threads providing the information requested in help us help you found within my signature as well as your joomla mail configuration.
