Appears to be functioning as intended. Review the following scenario

Parent A
Parent B
Parent C

Use subscribes to Parent B and can immediately pick A or C, but if a user subscribes to Parent A then upgrades to Parent B; their only option is Parent C.

Parent
-Child A
-Child B
-Child C

User subscribes to Child B and can only subscribe to Child C.

Appears primarily intended and designed around Parent->Child-Child type plans. At any rate I've created a bug ticket as this could still be a bug or at the least needs further clarification.

Attached is a screen shot of my plans page - all 3 plans are parent plans

Are there any obvious errors?

Not from what I can see, but we've already added an issue ticket for this. As said you possibly may need to use a Parent->Child-Child-Child type situation in order for the upgrade to higher priced only function to work.

Has there been any advance on this issue?

No, currently other issues have higher priority. Again, it functions fine with Parent->Child->Child type situations; however, Parent->Parent->Parent does not appear to function as such.
