Are CB always add is users to Joomla or do you have a setting for it? was created by Chacapamac
CB Newbie here 
It seem that the users added to CB are also added to the normal Joomla users. Is this a behavior that you can control in any way?

When you install CB on an existing Joomla site all Joomla users are synced to CB.
When you remove CB from your Joomla site all CB users will remain as Joomla users.
This is by design and it is the correct way of doing things.
Both tables are maintained in parallel, so you get the best of both worlds.
