Registration Email not working

Registration Email not working was created by DennisAz
For whatever reason, Community Builder is no longer sending out the registration emails to the registerer or the admin. I have Joomla 2.5.25 and CB 1.9.1. I can send email from inside Joomla using mass mail feature so I know my server settings are correct. Any ideas?

Check that your Configuration -> Moderation tab has been configured to Send Moderators Email.

Check that your superadmin account in CB User Management area has its Contact Info setting to receive moderator emails.

Here's my configuration:
Moderator Groups Adminitrator.
Moderator Approve Users Yes
Send Moderators Email Yes
Allow User Reports Yes
Require Upload Image Approval Yes
Allow Moderators to Edit User Profiles No
Allow Profile Banning Yes

But this still doesn't explain why registrants aren't getting their confirmation email. And, yes, that setting is on.

Registration Config:
Allow User Registration: same as global 'allow registration' site setting
Autogenerate random registration password: No
Require Admin Approval: Yes
Require Email Confirmation: Yes
Ajax Username checker: No
Ajax Email checker: No
Require Unique E-mail: Yes
Show login on registration page: Yes
Registration Email Name: Organizational name
Registration Email Address: Webmaster@xxxxxxxxx.com
Registration Reply To Email Address: Webmaster@xxxxxx.com
Pending Approval Subject: Your Registration is Pending Approval
etc...

Also, when I said that I could send from mass mail that was from Joomla's mass mail, not CB's. When I tried to send a mass mail via CB I got an error (see attached). I'm pretty convinced this is a problem inside CB. Can CB be reloaded without losing all the previously registered users?

Yes. I even tested it by sending an email from Users Mass Email function.
