The process works just fine for me on my Joomla 3.4 / CB 2.0.7 environment.

Click on "Armanino Programs" menu. You'll see a login module. Click on Forgot password. So when a registered user request for new password. The requested new password doesn't allow to login. But when a super user and admininstrator request for a new password they allowed to login with that new requested password.

No time to debug your installation sorry.

The best thing to suggest is that you install latest CB 2.0.7 on a clean Joomla 3.3.6 or 3.4 website and confirm that things are working fine.

Then compare with your installation to see what misconfiguration you have done.

I am guessing that you have set some Joomla menu permissions wrongly.
