Unable to load config page

Unable to load config page was created by afield
I am using Community Builder 2.0.11 on Joomla 3.4.5 and when I try to load the Community Builder Configuration page it does not display. It normally just loads a white page.
I did find a post where the users PHP Memory was set too low and the suggestion was in increase it but on checking mine is set to 128M.
Any ideas?

I have ran through the FAQ's, unfortunately I do not have access to the server log files and it will probably take a week or so for any support from the web server team.
I turned on Debugging and get nothing.

Only error I am getting is as follows:
2015-11-10T15:37:08+00:00 INFO xxx.xxx.xxx.xxx joomlafailure Username and password do not match or you do not have an account yet.
I am accessing this as a super user so no idea why I am getting this error.
