This could be a little difficult to explain so bear with me.
I wont to design a site where one person can create an admin profile user and from that profile create single users who isn't an admin user but regular users?
I guess I´ll have to databases or to parallel user lists. To different registration forms.
I´ll hope it make sense.

If I understand correctly, there is no such feature.
New users are created either through the normal frontend registration process or through the backend New user on CB User Management page.
There is a CB Auto Action create user action that could be configured I guess to take CB fields and use them to create new users. Not sure if this would work for you. (professional membership is needed for CB Auto Actions download).
