I use Wampserver and I install addon wampserver3_x64_addon_php7.3.10

We can not help you in regards to localhost installations. I am also using Wampserver and it works perfectly fine. There is likely a server configuration problem causing your issue. As mentioned earlier CB is only tested up to PHP 7.3.9 although I don't see anything in 7.3.10 that could pose a problem.
