Yes, there was one other extension I didn't know was on. I disabled it and now it is working. Thank you.

I have upgraded our live Joomla 3 system to Joomla 4 on our test system.
I am getting this same error when I try to csv export 1000 users.
Exporting 500 works fine.
Exactly the same pattern when I try XML and Json. 500 fine, 1000 1406 error

You're running out of memory. Don't try to export/import that many. Your server can't handle it.

Thats interesting.
On the live Joomla 3 site on the same server with the same user file all 2443 users get exported without a problem.
Will investigate further once my current testing is complete to establish if it is a Joomla 4 problem by reinstalling 3, exporting, then convert to 4 and export.
