Registration confirmation not sent to member

I'm not sure what happened.
But members do not get a confirmation email sent when registering.
In order for me (admin) to receive an email that a new user has registered, I have to disable the following:
CB Registration Tab / Email Confirmation button.
When this happens the user is automatically confirmed, but they do not get an email asking them to confirm registration.

I have attached my settings that I think might be useful.
Please advise what additional materials might be needed to help.

You have Email Confirmation set to No within CB > Configuration > Registration. So they're not going to receive a confirmation email.

correct.
As I stated:

In order for me (admin) to receive an email that a new user has registered, I have to disable the following:
CB Registration Tab / Email Confirmation button.

If I do not have that, no acknowledgement of a user registration is sent to the new member or to the admin.
Setting it the way I showed, the admin atleast gets notification.

If email confirmation is enabled the user will receive the Pending email as configured in CB > Configuration > Registration. It will contain a URL for them to confirm. If approval is enabled after they confirm your moderators will receive a notification regarding a new registration pending approval. After they're approved the user will receive an email letting them know their account is enabled.

If users are not receiving emails ensure emails to domains other than your own even work by setting up a test user with a gmail or yahoo address and try sending an email using the mass mailer within CB > User Management to that user (select that users checkbox before using mass mailer).
