I noticed that moderator email are only sent when a registrant confirms their email. Is there a way to have moderator emails sent when someone doesn't confirm their email?

That email only sends after a user has confirmed. I suppose you could configure CB Auto Actions to send a custom email after every registration by acting on the after user registration trigger with an Email action though.
