When I configure CB Privacy to only show Access Levels as privacy options, a user registering for the site only sees the "public" options.
For me it seems that this is because he is not registered yet. However this makes it impossible for him to select the desired access level on registration already.
Also I noted with options set to access level only, the drop down does not contain any default text as in attached picture.
