For privacy reasons, I want to prevent members seeing each other's CB profiles, but to allow them to email each other anonymously. I can turn off the link to profiles on a member list, but if I add a 'Send email' column to link to a mail form, the title of that mail form still shows their name with a hotlink to their profile. Is there a way to disable this?

You can prevent direct access to profiles by using CB Privacy and its Profile Privacy field. However, you are misinterpreting the privacy requirement of GDPR. It is for maintaining privacy of the users data based off the needs for that data. If it's a dating site for example it's obvious the data will be publicly visible and should be declared as such in your privacy policy.
