As I expected and mentioned in my email to you.
Your chinese joomla language package did not have the proper <backwardLang> language tag value.

I modified your zh-CN.xml file to have the propose value:
<backwardLang>chinese</backwardLang>

I have also installed template files for CB 1.3.1 and CBSubs 1.1.2 Chinese language packages where all the translations are still in English but have an ! character as their first letter. This way you can see the translations kicking in.

Thanks for the quick help.

I saw it working now.

I got another question, what's the most appropriate way for me to customize it to Chinese language?

1. Edit direct from the chinese.php file ( i tried, but it failed)
2. Create another plug-in and install it. (i tried install spanish plug-in for testing, it failed as well, Spanish language does not show)
3. ?

I go thru the guide, still can't get any clue.

Please advice.

You should be able to directly edit the file as long as you do not break the code (by not terminating strings, etc).
