Attach file from file field to admin email after registration

We have a file field visible during registration. Is it possible to have the uploaded file be an attachment in the admin email notification upon a successful registration?

Substituting it into the email should substitute in the frontend URL to view/download the attachment. You can try substituting it into the new user registration email sent to moderators (you'll need to override its language string) or send a new email using CB Auto Actions on the after registration trigger with an Email action.

Also, regarding the file field ... we require that field on the frontend for one particular CBSubs plan, however, we've ran into an issue when an admin needs to modify a user on the backend. They cannot save the record because the file field is requiring that a file be uploaded. Is there a way to not require the field from the backend?

Yes, set "Fields Validation in User Management" to "No" within CB > Configuration > User Profile.
