Google Recaptcha not showing in IE was created by Matt2012
Using latest Joomla / Community Builder and Antisam plugin.

Looks like maybe a race issue with an object in an external file not loaded?
Works fine in chrome / firefox.

Is CBs jQuery enabled within CB > Configuration > Integrations? Does issue persist when using Joomlas default protostar template?

Seams to be working fine in my tests on Edge. If you're not using Edge please provide what IE version you're testing. If you are using Edge please be sure it's up to date.
