That's already the case by default so don't understand your issue. Maybe you're confusing avatar pending approval with pending registration approval?don't want to display Unapproved Unconfirmed profile in userslist.
There's no option to remove that beyond using CSS or language overrides to hide it. See the below topic regarding this.And also dont want to diplay total registered members
