Is it possible with autoactions to let AcyMailing send a newsletter 4 weeks after a user was created?

The AcyMailing auto action doesn't send emails at all. It simply subscribes them to a newsletter. The sending aspect is entirely handled by AcyMailing. If AcyMailing has the option to send a newsletter every 4 weeks then yes that'd work by subscribing users to that newsletter.
