my site is a multi-language site, and I would like to have the welcome message sent in different languages depending on the language in which the site is viewed. Is that possible?

Yes, that's possible. Simply translate the welcome email using language overrides shown below.

The welcome email should send in the language assigned to the users account otherwise it will fallback to the sites language.
