I have CB installed in a J2.5 site. I put the login module in a RocketTheme popup. I see a button to Register, but when I click on it, I get this message
Direct Access to this location is not allowed.
Use a normal module position and see if issue persists. My guess is your template is doing something to the module output. If issue persists disable non-core CB plugins 1 by 1 within CB > Plugin Management as you may have a plugin installed that is not compatible with J2.5.

CB Captcha shouldn't cause any such issue, but it could be how the module renders through the template. If you want to use CB Captcha I recommend making sure it's up to date and try using a normal module position (no popup) to see if issue persists.
