Maybe a plugin issue? I'd try disabling all CB plugins one at a time.

Thanks - tried that, but no change.

Do you know if the tables are supposed to be identical between J1.5 and J1.7 versions of CB?

If you mean the user table, absolutely not. That is why you use Jupgrade or cbjuice to move between versions.
There are sample csv files available.
