When I edit a group's configuration, I receive blank email notifications.

Please ensure your notifications are not coming from UddeIM as by default GJ sends by PM first (UddeIM often is configured to send email notifications on new PM) and only if that fails will it try to email. If configured a notification would be sent to the category owner on group save concerning the group has been edited and by whom.

notifications are set to email only. I can repeat this all day long. I edit the group (I'm a publisher on the site, and can do that even if I don't belong to the group), and the group owner receives a blank email.

Group owner should not receive any sort of notification for their group being edit, none exist. The category owner should receive a notification if a group is created/edited and only if the category owner has specified to receive such notifications. Please review the below snippets concerning the save action of a group.

Notification function:
public function getNotification( $to, $from

Usage:
cbgjClass::getNotification( $category->user_id, $row->user_id

Please notice the category owner is the specified TO and the FROM is the group owner.

Please confirm if the category owner is receiving the email or the group owner, as it's not possible for group owner to receive any such notification.

in this case the category and group owner are one and the same, so I guess the category owner is receiving the blank notifications on group edit.

Now that you've explained this, I can just disable group edit notification and solve the problem on my end. But I still think blank email notifications are a bug. I wonder if it's because someone who isn't a group member is doing the editing, thereby breaking one of the variables.

Thank you for confirmation, was very important to know if in fact group save was sending the email to group owner in case of different category owner. Will review source to see what could be causing this, likely just an issue with subject and body not correctly passing to notification function. Yes, disabling the notifications for the category will stop the emails.
