Force required fields to be filled out at renewal

Is it possible to force the user to fill out required fields at time of their subscription renewal?

No, there's no functionality to force that.

Do you have any suggestions on how to get a user to complete their profile?

I will give some backstory- we imported a large list of users a few years ago when we got Community Builder and since then, we have created/or made some fields in the user profile mandatory. So we have a lot of users who still don't have those fields filled out.

New users are fine because they have to submit the application that forces them to complete those fields. But there is still a lot of older users who don't have them filled out.

We've no functionality to force them to update their profile. Best I can suggest is using CB Progress Field to track completeness then conditioning against it in a redirect action in CB Auto Actions to redirect them to profile edit if their profile is incomplete. You could do this after login for example. Example as follows.

Global
Triggers: onAfterUserLoginSuccess
Type: Redirect
User: Automatic
Access: Everybody
Conditions
1: [FIELD_NAME] Not Equal To 100
Action
URL: index.php?option=com_comprofiler&view=userdetails
