after delete a user cannot register with same mail adress!

Ive a User deleted. Now ill try to register a new user with the same e-mail adress over the reg-form. register not possible because: Your registration attempt has been blocked. Reason: Already registered.
How can we solve that problem?

ive already used the tool: sync the user database

That's a CB AntiSpam block, which is based off IP Address. You've an account registered already with your IP Address. You can disable that functionality in CB AntiSpam (it's default disabled).
