Hello,
This question refers to the "Emails per batch" setting in the Community Builder: Mass Mailer screen. I see the default emails per batch is set to 50. Is there a place where I can change the default number? I am aware that I can change the number of emails on Community Builder: Mass Mailer screen for each session, but I'm looking for something a little more permanent.

Nope, you'll have to change that anytime you want to send a batch of emails. Mass Mailer isn't meant to be a permanent solution for regularly emailing users. You should consider an extension built for such usage (e.g. AcyMailing).
