You have "Moderators View Access Level" configured incorrectly in CB > Configuration > Moderation. Only reason for that to display is you've given public users moderator permissions. Adjust that parameter to be as strict a necessary. It's recommended to create a new view access level with the usergroups you want to have moderator permissions specifically for that parameter. It defaults to Special so it would've had to of been changed to Public or the Special view access level was altered.
