There are several people talking about such a plugin but nobody seems to be able to finish it . Am I wrong ?

I really hope somebody will be able to publish a plugin

This plugin would do exactly want I would want, changeable site templates from the cb profile. I understand that the code is not yet finished, available? Is any progress still made on it?
