No payment options for new memberships

I recently migrated a site from 2.x to 3.6.5, and in the process updated CB and CBSubs to the most recent version. This has caused all sorts of problems that I am still trying to sort out. Here's the biggest one I'm working on now:

When a new member fills out the membership form the list of plans appears at the top along with the form but when the they hit submit instead of being taken to the payment options they just get this message:

Sign Up Complete!

An email with further instructions on how to complete your sign up has been sent to the email address you provided.

Please check your email (including your spambox) to complete your sign up.

To have the email sent again, simply try logging in with the username and password of your sign up.

However, if someone is already a member, logs in and chooses the Renew button I have set up it works just as it should. I'm guessing there is some setting I need to activate but I have looked everywhere and haven't found it.

While I"m at it, how to I change the little blurbs that have replaced my custom settings such as the "Thanks for visiting our site! Hope you enjoy your stay!" at the end of the registration form?

Thank you!!

Edit your plans within CBSubs > Plans and check under the Workflows tab to see if your plans accept payment after approval and confirmation instead of before (default).

That's the registration footer within CB > Configuration > Registration.

So I'm fixing the registration header, footer etc. What happened to the text I had in there before I upgraded? It's a real pain to reinvent the wheel on everything. Please keep that in mind for future versions.

It's a known issue that some parameters are not migrating with CB 1.x to CB 2.x. Nothing will be lost on simply updating CB 2.x and is strictly a migration bug.
