I know there is now a CB language override plugin but is there a similar thing for permanent overrides of CBsubs language?

Add your CBSubs language overrides to your CB language plugin. CBSubs has no loading behavior for the overrides file (although CB will create it). CBSubs language files are basically legacy now since we've support for plugin language files already in CBs language loading behavior.
