Strange, I don't recall them ever charging to cancel subscriptions from API. Cancelling and refunding via API has always been free as far as I'm aware. Must be a recent change with accounts that were already using it being grandfathered in. Best I can suggest is to remove the API credentials from your PayPal gateway and it'll tell them to cancel at PayPal from their PayPal account until we can figure out the best way to implement their cancel button that doesn't require API access.

We have only implemented "2) The below API is used to cancel recurring subscriptions.". We have no implemented "1) PayPal have an API available to Unsubscribe the profile, were you just link directly to PayPals unsubscribe URL from Community Builder unsubscribe button if no API credentials are supplied. Can you please check this with the Community Builder developer.". We've this implemented in 2checkout so it would appear the capability is there in CBSubs. Have made note of this in the feature ticket created earlier. Only workaround I can suggest is remove the API credentials and CBSubs will inform the user they need to cancel from within their PayPal account.
