Some of the text areas allow HTML, but this area does not.
I appreciate that you do not recommend using HTML for confirmation emails, but for presentation I want 'Emails sent on activation and on expiry of this plan:
Email on first activation' in HTML.
How can I add/use an editor here?

HTML works fine there. Just be sure to change "Send email in" to "HTML (not recommended)". There is no editor available for those parameters, but again your HTML will work fine there.
