Hi,
I have gone through the documentation step by step and still have this problem, there must be some thing else causing the issue.
"tell sysadmin to enable IPN and PDT in his Paypal account."

I am using the same sandbox/paypal account for other sites with no issues, it only fails with CBPaid Subscriptions.

It's not the end of the world but I would like to test thing properly.

PayPal Sandbox has changed significantly over the years. You need to first generate a Business sandbox account on the below page.

developer.paypal.com/developer/accounts/

Next you can login to it below.

www.sandbox.paypal.com/us/home

From there just go through configuration as normally. Should work fine for your tests. If you're having issues reaching the seller configuration pages for PayPal Standard (their new UI hides them, annoyingly) you can use the below links.

The IPN Simulator will not work with CBSubs as it doesn't have the data necessary to pay a basket unless you know what data CBSubs specifically expects and fill out the form accordingly.
