User-Checkbox: Field visible or not on profile

within the CB-Admin-Panel you can determine wether
a Field IS visible on profile
OR
a Field IS NOT visible on profile

My "Feature Request":
I would like to have a 3rd possibility within the CB-admin-panel:
1.) this Field IS visible on profile
2.) this Field IS NOT visible on profile
3.) User may decide by himself (by checkbox in edit profile) if this filed is (public) visible or not on profile.
(if NOT = only visible to the administrator)

is there any existing plugin that can do something like that ?

I tried the "[CBPLUG] Conditions" but don't get it to work.
Now I think "[CBPLUG] Conditions" would not be the right plugin anyway,
because the visibility is turned off within the edit profile as well,
and this is not my intention...

sorry for my bad english ;-)

Just posted this into the 3rd party plugin request.
I need this badly.

I have looked onto the conditions plugin, which might be able to do the trick, but I have no idea, as there is no documentation available what it can and cannot do.
