Is it possible to post a comment about a profile/user? I am looking for a similar feedback style as ebay but possible that only the administrator can add feedback.

Example:
I'm looking for a person to be able to post up a help wanted style ad like elance.com and contractors and such to be able to bid/comment on the jobs and the users can view the contractors and their past jobs/comments posted by the administrator to check the quality of their work.
