I am working on a Joomla website geared toward kids that has free membership and if the person joining is 13 years old or under they need to put in a parents email address in an additional field that will appear when filling out registration under COPPA rules.

Is it possible that when registration is complete, the welcome email will go to the parent's email address instead if the person is 13 and under.

...and if that is possible, I would like the content of the welcome message to be different as well as opposed to if the person registering is 14 and older.
