Me salen caracteres raros. Joomla 1.5.7 bajado de joomlaspanish. CB 1.1

No entiendo muy bien, todos los otros ficheros de traducción van bien.

Si se supone que es utf-8 el fichero

porque el spanish.xml pone <?xml version="1.0" encoding="iso-8859-1"?>

Cambio este valor y no cambia nada..

Donde se configura esta opción?

Hola, tengo problemas instalé CB, pero al instalar el idioma español, me da el siguiente mensaje:

Direct Access to this location is not allowed.

Si deshabilito el componente, todo vuelve a la normalidad.
ayuda!!!
