Is there an add on where members can upload photos and set them as private, public, and choose any one of them to use as their avatar photo?

The CB Gallery addon, along with the Privacy Plugin does all of the above except allowing them to choose a photo as their avatar. Both are available to documentation subscribers as a thank you.

Both the new Joomla 1.0/1.5 / CB 1.2-compatible version of the Gallery Plugin and the new Privacy plugin are available to documentation subscribers.
