New Member Subscription - Admin Email

I am troubleshooting an email issue I am experiencing with the subscription plugin. When a new member registers on my site the admin/moderators do not always receive emails letting them know that there is a new member awaiting approval. The emails go through maybe 20% of the time , sometimes they arrive a week after the member has registered. I am wondering how the email workflow works with the Subscription Plugin. Are emails sent immediately to the moderators when someone registers or is this a process that only occurs if an admin access the plugin through CB? My subscription plans are set up to email moderators at the administrator level or higher. Through CB User manager, I have confirmed that all admins are set to receive moderator emails. In Joomla's user manager all admins are set to receive system emails. Other Joomla emails, such as alerts from VirtueMart are working just fine.

I have a Joomla 1.5.13 site running CB 1.2 with the Subscription Module 1.0.2
