I have access to the raw error logs, the hosting company has no other info for me
I created a new site and walked through the install again making notes as I went. Again, all works fine until I enable the CB Content module. As soon as that mod is enabled, all non cb pages are bank to CB logged in users.

Enabled the module, but remove its contents to see if problem persists.

Thanks for all your assistance, this issue is solved. The problem was my grid server utilized MySQL4. When I migrated it to MySQL5, the cb_content mod worked instantly.
