We've a new template being developed from the ground up. It takes awhile to work out the details of all of this. It's already underway. Upgrading a site as massive as JP isn't as simple as a smaller Joomla site. When it's done you'll know as you'll see a completely new JP. We also have a lot of content archiving and updating to do.
We've spent the majority of our time focusing on providing up to date products for our users instead of updating JP sooner, but we're getting there.
I'm not sure why you're waiting for us to upgrade though. Core CB, which comes with a ton of functionality, is completely free. Simply install it on a new Joomla site and start playing around with it to decide if you want to upgrade or not.
