Trying to figure out the difference between user records and active registrations.

I'm getting the following "License Error: Your license reached maximum users."

In the information on License section I see:

Users records on site: 517
Maximum Users count for this license: 500

When I click paid subscriptions at the top of the screen it shows that I have 324 active registrations. This is actually how many subscriptions I should how so why am I getting the error?

Any help would be greatly appreciated.

As far as i can see the user count also includes deactivated/blocked users.

Is this correct??

I only keep data on some old users because of my forum, they do not have access to the site.
