Profile Bans are just that a ban of their profile. It doesn't disable their account. A Block disables their account and prevents login. CB AntiSpam blocking behavior will not work against Moderators. They are deliberately exempt. You should strip a users moderator permissions if you intend on blocking them.
As for what triggers are available for backend ban/blocks they are as follows.
