This is an anti-fraud security check in CBSubs which doesn't see same email addresses given back by Paypal than configured in CBSubs.

Go to the Notifications view and look for the corresponding notification. You will see in the corresponding entry what business email paypal sends to you. The same one must be configured in the CBSubs paypal gateway setting.
