No, you need CB Privacy for that functionality. It will eventually be moved to core CB though, but I've no idea when.

So if with free community builder it is imposible to let user to delete his account and user profile in community builder, so what would be our best free solution if user wants to delete his account and user profile in CB community builder?

For free solution you'll need to use Joomlas user delete functionality.
