Custom php time format

Custom php time format was created by jonmetz
I am trying to get a time field to show in the following format Minutes:Seconds.Milliseconds

I can set the Custom Time Edit Format to i:s to display minutes and seconds but adding u (i:s.u) won't display Milliseconds.

Thoughts?

We don't store milliseconds. "u" and "v" will always output zeros. We only store hours, minutes, and seconds for time.
